well Roger and Prime Luffy are close in power (I assume) and Roger don't have a DF so Roger or Shanks (even Garp) might be better Haki users than Luffy ... but yea ... Prime Luffy have best chance

Shanks is FAMOUS for his Haki WBP hyped his Haki he is THE ONLY MAN IN MANGA been hyped for his Haki among people like WBP even during war when Luffy used CoC WBP mentioned Shanks Shanks's Haki is world famous and NO OTHER man in one piece world got hype for their haki like Shanks did

I mean Haki man is a term of CoC .... I think every person who ever used it meant it in this way or used it cause they assume Shanks is best overall Haki user but I don't think luffy can even start to have a claim unless he can cut heavens with his CoC but in future ... SURE why not
