Luffy specifically stated his Haki is not strong enough in Fishman Island. If Zoro, a CoA specialist, had an even weaker Haki than THAT...lol. I think it's pretty clear Zoro had better CoA than Luffy at FI, just like Sanji had better CoO. Now that's not the case anymore for either.
