The fundamental difference stems from the fact that Luffy's CoA training wasn't as effective as Zoro's.
Luffy's training didn't last as long as Zoro's if we are talking about Luffy trying to get familiar with Adv. Haki.
Furthermore, why would Zoro try to empower his haki like he obviously did...
The training to master Enma after Zoro had tamed the weapon.
He trained with it in order to empower his own haki basically, other than master the sword.
This was portrayed when Zoro's arm had that change, meaning that his haki was barely able to tame it so he had to master it hence his haki...
I know but Luffy's training wasn't like the Enma training, this is what I meant. So I used "legit training" to say it is a very concrete one. In fact I don't see how Zoro possibly did not attain advanced haki just like Luffy. He just needs to show off his new feats now.
Zoro actually improved his CoA more than Luffy did if we are talking about Wano improvements.

So this should solve this matter.
I would say that Luffy has the best CoO but Zoro the best CoA (both current versions).
Their TS trainings were comparable haki developing wise. One was harsher (Zoro's), cause the survival rate was inferior, the other more well structured (Luffy's) cause Rayleigh was more present as a master I...
