Apoo has hax abilities the make his attacks unpredictable and hard to avoid. The only real counter seems to be covered your ears

Like marigold knows barrier haki, the kuja in general can imbue their arrows with haki, vergo can coat his whole body, most weapon users with haki can coat them with it

Yeah with higher end attacks he can definitely bypass his haki but when it comes to which of the two have stronger armament ima go with luffy

Like luffy couldn't apply his haki the same as the kuja tribe, marigold, vergo, or just most weapon users that can coat it. Mainly because he wasn't taught those applications...
Tbf specializing in 1 haki more than another doesn't automatically make it stronger than someone who specializes in a different one
And i don't think either zoro or sanji have shown overall better haki than luffy
Most of rayleighs training was specifically dedicated to teaching luffy haki off...
