I see where you are coming from. If however the final war arc becomes as long as Dressrosa (102 chapters) or Wano (144 chapters so far), then this adds about 3 maybe 4 years to the equation.
In other words we would get this estimation:
Elbaf ~30 chapters (~1 year) -> ca. 2023 done

There sure is a dissonance between his commitment to end the story and his ability to sort out his writing priorities, which lead to the constantly prolongued story. He may not hit the 5 years mark he ancticipated but I dont think he will be far off of that either. 2027 seems like a reasonable...
I am under the impression Oda strongly emphasized on cutting the story down to bare necessities in his most recent letter and the 5 year comment and the fast ending of the arc and everything... The man really wants to come to a conclusion with the story. And he'll commit even more to a sleek...
Nah... The arc really made me lower my expectation to the point where I dont think he can and will still deliver from here on. He is really just speedrunning through the story from now on, I guess.
I am honestly really interested to see how the volume sales will develop after Zoros character got done dirty this arc. In Japan he is the second most liked character and in the top two in many other regions of the world as well. That's a lot of fans potentially spending their money elsewhere...
