You didn’t understand my comment. I was pointing out that Oda is just freestyling CoC for whatever the plot needs. He expands or restricts it at a whim.

CoC is conforming to the parameters of the plot. The Gorosei can’t be allowed to affect more than a couple at a time. Also….why was Saturn using his stick to try to smash them individually earlier? Is he stupid?
