Whitebeard could have became PK after Roger died, that's what was implied. Maybe Shanks could have been WSS if Mihawk was dead, but unlike with WB, Oda didn't even imply that much...

It does because Oda decided to make Mihawk the guy to beat. Just like the one piece is the only treasure that makes you the pirate King, Mihawk is the only character who grants you the WSS title if you beat him.
