This poll is weird. "Has Oda ever promised Wano to be Zoro's arc?". Pretty sure Oda hasn't promised an arc for anyone except Sanji. We knew their arcs were their arcs by focus and such. Just like how Zoro's gotten the most focus after Luffy in Wano.
