I think so. Revos probably lack the quality overall, except probably for the likes of Dragon, Sabo, Kuma. But the latter, we don't have much at disposal to know what even thoroughly occurred to him at least. I would not be surprised if he was done for at this stage.

Yes this was my thought process on the matter. I think they should have been significantly highter since the Government is aware of whom the threats are despite they operate surreptitiously.

I'm disappointed. They are likely the most tricky group in the world in the eyes of the government, at least individually. We were taught how much influence is important to establish bounties and how feats were not all.
