Dude, it measures proficiency in Rokushiki techniques & physical strength. From OP wiki, it is described to "directly determine someone's level of physical power. As such, it also allows one to estimate the power of their Rokushiki." Rokushiki are the martial arts techniques that CP9 used...

Tbf there is a very vocal minority of Sanji fans who argue Sanji >= Zoro or Sanji = Zoro to no end without listening to any reason or compromise whatsoever. Of course, there are plenty of Zoro fans who do the same thing, but it is by no means a one-sided issue
