Dude, it measures proficiency in Rokushiki techniques & physical strength. From OP wiki, it is described to "directly determine someone's level of physical power. As such, it also allows one to estimate the power of their Rokushiki."
Rokushiki are the martial arts techniques that CP9 used...
I just think it's backwards to prioritize power-scaling made specifically for the enemy group as a way to judge the gaps between the strawhat crew but to then try to come up with excuses as to why Oda specifically called Zoro the #2

Tbf there is a very vocal minority of Sanji fans who argue Sanji >= Zoro or Sanji = Zoro to no end without listening to any reason or compromise whatsoever. Of course, there are plenty of Zoro fans who do the same thing, but it is by no means a one-sided issue
It's also not just Zoro fans spamming stuff about Zoro, it's also Luffy and Sanji fans arguing about the M3 power-scaling which is expected because Sanji just defeated a YC2
