It would have been better if Teach's bounty was just alwas at 3.8 when his emperor bounty was introduced. It would still be lower than the other emperors, but would still be massively imposing.

Considering the three of them got over a billion, I'm fine with them being slightly lower than King and Queen. Especially with Robins bounty.
