Actually it does. He gained plot relevancy and seems to face Luffy in a short skirmish so Oda will adjust his level required for the plot. He doesn't need anymore reason even if we dislike it.

That was alright iirc. Byakuya would've defeated Bankai Ichigo comfortably if not for the hollow switch which Base Ulqiorra admitted has Reiatsu even stronger than his. Kenpachi made no sense. He should've never removed his seal then it would've been ok as well.

Issue with Lucci is that his fruit is garbage so are the six powers at this point. We haven't seen anything new from even Mr. Go outside of flying finger pistol from stussy.
