Croc not only had an actual logia, he had logia awakening. Dehydrating things into sand by touching them? That's awakening. Its croc's version of turning things into mochi/string, but its much stronger.
If Croc even has decent haki, awakening alone should put him over Katakuri imo.

The statement about Mihawk being the strongest in terms of skill does actually effect his powerscaling. Maybe not against Shanks, who doesn't seem to use any powers other than haki and swordsmanship.
But quite possibly against people like fujitora, who despite being swordsmen, have other skills.
As in he gets a DF that literally changing his style of fighting. ex. a god fruit that makes him master of multiple different fighting styles and weapons(like many hindu gods).
