Deva path can take care of A and you are underestimating the number of summonings pain can create and their power Plus Chibaku Tensei GG is also there

Remove raikage pain wins CT can also defeat kages ; summonings overwhelm kages ; onoki's technique gets absorbed ; gaara and tsunade deal with summonings and dog summoning which can split is a good counter to her strength Raikage's speed is the only prob imo
