Imo you might be right but I also think it's to allow Drake/Apoo/Numbers/Maybe Chopper stuff to eventually receive focus. Basically a way to focus those 2 fights without secondary issues crowding up the fights
Remember that Drake knows about the 1% thing, so Hawkins does not need to be around for it.

- Are there and fight Lucci's side
- Aren't there and are already in Wano, following Onigashima...

- They are after Robin, which means Brook/Robin/Maybe Jinbe are about to run into then M

The fight has been set up since literally 1015. Killer's fight was only set up a few chapters before in 1011. Inu's? Set up like way before in 1008/1009. Sanji's was set up in 1016. Zoro's in 1022. All the F6 fights were set up 10+ chapters before they fell.
