It doesn't matter if it is just the tip, it is large, very large. The portrait of the capital is taken from somewhere close as you can see the size of the roofs and some people on the streets. Meanwhile Onigashima was off the coast but the tip of Mount Fuji looks bigger? It doesn't work like that.

You take a portrait of the capital and Mount Fuji is in the background, similar in size with the castle tree. Then you have Onigashima, which is allegedly still over the sea off the coast, and yet Mount Fuji looks bigger despite the fact that you are much further away?

It was basically already over the capital, or at the very least over Wano.

Meanwhile Onigashima just got to Udon. LOL, Oda truly retconned it's position backwards just to drop Luffy into the sea.
