Your points make zero sense. A devil fruit user can use his ability under water, they are just weakend but they can use it. Robin did not use any haki. Sabo and Koala did not even mention it.
Even if it was haki (but it's clearly that is not), Sabo and Koala should have said something about haki, but they did not. After this evidence you can add the fact that the drawing style is not like we saw earlier when a character used haki. So we can all admit that in fact it is not haki but...

It is arms or whatever part of robin is, just look at this fresh panel. Actually Oda showed how this demon form is created. Just like everything Robin created with her fruit so far, a lot of limbs attached together in order to create something bigger.
Robin created wings back in thriller bark and in punk hazard. She can create anything in theory. The wings were just all her arms combined togheter, it is the same with the horns and the wings in this "demon form". It was something we already saw it. Or another examble when she uses the gigant...
