I have always said that. WSS title is supposed to be huge, but the world building surrounding it is very poor- though it DOES include Shanks as per Vivre Card statements (Mihawk is waiting on someone stronger than Shanks. Current Shanks, no past mentions). But Oda's been neglectful of it...
