You can literally find panels where all the calamities order the entire beast pirates around and king and Queen hold one another accountable. The only reason Jack doesnt is because he sees the other two as older brothers.

He berated king when he returned to Kaido with Big Mom saying if he’s going to do something to do it right. Queen wasn’t even in Udon before we got Queens introduction. The introduction was both insulting Jack, “We already have Queen/King weighing us down. Jack the drag down.”
Remember queens introduction was also berating jack and Queen also berated King for his failures.
The all stars are a singular rank and there’s no authority within it. Otherwise Kaido wouldn’t have let the Tobi Roppo challenge king for a spot if he had a special rank
