Where does he say that? He uses Mihawk's title of "World's Strongest Swordsman", that's not the same thing as directly saying Mihawk > Shanks. Regardless, I've made it clear many times that I'm referring to the skill part of his statement.

The fact that Oda went out of his way to say Mihawk is > Shanks in skill implies that Shanks > Mihawk in a roundabout way.
