Zoro is also loyal, has the ability to critically think, understands consequences of actions. Has a soft side understanding people's pain (i.e Yasuie and Ebisu Town).

WCI seems to be strangely like an excuse arc for Sanji stans, and like them you seem odd that this is a "character development arc".
Oda could have used any moment during that arc to give Sanji CoC but choose not to instead. That's just the simple factual answer to that one.

People think Sanji will have it for the sole reason that Zoro has it. Sanji has not once shown any traits of a conqueror thus me not believing he will have it.
