nope it is not , both have the same grade and more Enma has extra ability to use the user's haki and makes more lethal attacks. if the user can avoid his haki completely being sucked Enma is far better than Shisui. that is why Oda gave it to Zoro as a power up. once Zoro get it blacken it will...
