There is something wrong with the idea of a 'god' that judges free will, no matter the definition of such 'god'
Whether that 'god' is omnipotent/omniscient or not.

Hypothetically, let's say your thought is 'true':
This would be extreme cruelty. They all don't live happily under his rule do they. This 'god' of yours just sounds like a psychopath with extreme power. Someone who wants to feed their own ego.

an omnipotent/omniscient/omnipresent being can only be "nothing". "Nothing" would be the definition of god. So the answer would be both yes and no.
