I believe Sanji will unlock COC, but yeah these "hints" are FARRRRR from actual "Hints" like them hints about Zoro's COC. This should be THE moment that Sanji unlocked COC, or at other point of HIS ARC in WCI But sadly, he didn't. And now, we have arrived at Wano, where it's about Joy Boy (Luffy) and Samurai (Zoro) So yeah, it would be weird if he's to unlock COC right now, considering this is not his focused arc...
