No irony but not even ODEN was portrayed as being a deterrent to outside forces like Ryuma and Kaidou.
Oden lacked development, but I don't believe he would be a deterrent to enemies like Kaidou was.
Kaidou is even more impressive than Ryuma as he didn't need the samurai or a country at its height to scare enemies, he only did it with his own resources (strength).
Since the Wano Country in Ryuma Period > Wano Country under Orochi, this is a fact, samurai lost their honor, samurai who remained loyal were sent to Udon or killed by Kaidou like those 3 daimyo, the country was in extreme poverty, civilians were forced the work, all citizens were disarmed which prevented new samurai from constantly being born, it's for reasons like these that Kaidou is more impressive than Ryuma.
