If Hakuryuu has Access to Zagan and Belial, then he has a good chance. Zagan can make people to slaves by plant seeds into their minds, also can use microscophic small bacterias that eats the enemy + increased their power and size to a extreme level. It has the control above earth, plants and life. Attacks on that level are pretty much useless against Hakuryuu to a certain degree. Zagan also can heal the wounds of the enemy.

Belial is even more worse, it is has the control over life as well, but it has more the function of a soul reaper. It can cut the soul from the bodies of people. Other then Zagan, Belial doesn´t need to plant seeds in the brain of people to manipulate them. His mind manipulation works on a different level. Hakuryuu can even use both kind of manipulation from Zagan and Belial together.
Also his mind manipulation can implant false memories and erase the former memories.
Belial his scythe is a problem. One hit with that and parts of your soul are getting separated from your body. One hit in the head and you end as vegetable. You are lost.
Belial his extreme magic eat and destroy your senses all at once.
Speedwise he is around FTL via scaling, froum Magi characters comparable to him who causally dodge/react/reflect natural light.

As a BC fan I will say that it's a bit unfair since the characters u mentioned are from the finished stories already where power level reached it's peak.
