Royal guards Netero and Meruem are above town level
They are town + or city level

MHA on average is physically weaker but the top tier are stronger than HxH physically

SnS is physically strong but she is not AM strong AFO, Deku or Gigantomachia. SnS said herself that her own strength is good but nothing extraordinary. I wouldn’t be surprised if she is not city level strength wise.

I don't watch MHA, but I'm pretty sure their universe is stronger than HxH's, especially the amount of damage characters can take.

Yes she is. But not physically.

In a brawl against AFO, AM, Deku, and Gigantomachia she would be beaten mid/high diff.

She is a solid top tier with all her powers not just her physical alone.

She can amp her attack power with extra abilities but not allowed here

Based on a lot of feats, portrayal and calc.

You won’t see any site or calc with the royal guards Meruem etc below large town level Town +.

But now for Krueger : she is a double star hunter, and quite high on the food chain. And a great CQC/H2H specialist. She is likely a high tier in the verse, She is a master of the Nen.

She is strong.

I don’t see her below town level. Not really higher but not below.

Yeah SnS isn’t as haxed as she appears to be

the only people I consider city level are All Might, Machia and AFO. If SnS scales below them Biscuit should be able to beat her considering how strong she could be potentially

I think SnS is def above Biscuit with her whole power set. New order is a bullshit quirk. Her giant air form is super strong, her air removal, or her manipulation.

But yeah just with physical and H2H, I think they are quite close
