Back in Punk Hazard , we saw Scotch who is a Beast Pirate member and cyborg. So Queen might be cyborg too
And as we know , Queen knows who Vinsmoke Judge is. Maybe they have some background about it

I'm not a lover of this choice from Oda, but at least gives a sense to the very first scene in which we met Scotch through Drake (the very first Beast Pirate we met)
