I'd argue he has one of the stronger/more useful fruits tbh
He has endurance negation, can incapacitate multiple opponents at once, doesn't require sustenance at all (heavily implied he gains energy through photosynthesis) so he'll never starve, he can also fly for some reason
I think a lot of people are sleeping on the endurance negation part. If he catches you and bleeds you dry the fight is over instantly

Ice > plants didn’t survive the ice age.
Light > to fast and generates heat
Gravity > its gravity.

I think Greenbull compensates by being the best at using his DF.
- Was able to survive without food for 3 years (photosynthesis)
- Phenomenal casual terraforming rivalled/surpassed only by Kuzan
- Trained himself to be fireproof
- Literally drains life like King Ghidorah
- Only Admiral or indeed logia user other than Enel to have a giant monster form
Also, you're downplaying his survivability via regen. He's got a lot of potential for sneaky plays.

It has quite good hax. Aokiji freezes you to the core, Greenbull drains you out into a corpse by removing your liquids and nutrients. It is also potentially more versatile; restraining your opponents, maybe using spores to poison people and put them asleep. Theoretically, Oda could just copy Hashirama's ability 1:1. I think it's simply a bad design choice by Oda to have Greenbull fight as a tree when he could just utilize his blade while using his fruit passively like Hashirama.
Even if weak to fire his df seems to have a lot about regeneration and semi-revival/vegetation man reborn, it goes beyond standard "imma throw a piece of wood at you"
