Doffy obviously having more through being a former celestial dragon, knowing of the national treasure, and basically being the boss of the underworld. Doffy basically successfully achieved crocodiles utopia plan in dressrosa through those connections
He also had a overall stronger and better crew

Kaido and mihawk: the muscle
Kaido being the world's strongest pirate pre wano and actually going around picking up fights with everyone and anyone he can. Also he's capable of leading a crew
With his control over wano he also basically also successfully achieved the utopia plan and technically could have just lived there peacefully if he didn't have greater ambition

Caesar and buggy: the clowns
Buggy is obviously more successful now being an emperor and everything but pre cross guild id say caesar was. He was apart of mads which eventually lead him to being used by 2 emperor. Also based on hadjrudin the punk hazard team was probably stronger than buggy's delivery


Something that cross guild does have over the beast pirates is that the 3 are way better at communicating and will actually respect eachother

Tightrope Walking Funan Bro Trio and Superhuman Domingos Trio are Tobi Roppo. The rest are Headliners/Gifters.

So the crew layout structure is there.

granted, apehawk and crocolisa's utopia plan sounded a bit like 'let's create an isolated wano-like safe space from scratch' but their captain ain't about that life at all

Maybe ways to make artificial devil fruits and raid suits

But Crocodile is a gangster I assume he knows some strong underworld organization
