Crocodile could be an Emperor since he was the mastermind and Mihawk doesn't want the Yonko title.

It depends pretty much entirely on how much backing Crocodile has in the underworld and how much power he could actually project if push came to shove. We know very little about the time he spent since the time skip. Mihawk has the power to be a Yonko but is perhaps the most ill-suited pirate for all other attributes associated with the title that we know of. He has no country, crew, territory, or subordinates he can command around.

If Crocodile is pretty much the new Doffy of the world thanks to the power vacuum he has left with his capture? Yeah, he and Mihawk alone would probably get the title. Not like there is much competition mind you. Who the fuck else is even viable? Katakuri and the rest of the surviving members of the Big Mom Pirates? Law and or Midd? Yeah, fucking right!
