Lets just say whitebeard wanted to make ace the next pirate king

is he retarded ?

Ace didn't carry the will of Joy Boy or Nika and that's a key reason why the Gomu Gomu no Mi chose Luffy from the beginning. Remember, every Devil Fruit has a will of its own and ultimately chooses its user. Luffy's fruit chose him over anyone else.

So the real question is that did Whitebeard know what it truly takes to be the chosen Pirate King?

No, he likely didnt know about the joyboy thing but being Pirate King and being the reincarnation of joyboy isn't mutually exclusive you can be one without being the other, but you need to be both to really make a difference

Roger is a fine example, he's the Pirate King but despite learning the truth he and his crew could do nothing about it because he wasn't joyboy it wasn't his destiny, he came to early,

I doubt joyboy was a concept back in MF in oda's mind.

Technically Roger told everything to WB. So WB should know about JB at least.

Now whether WB knew that gomu DF is nika DF and it is necessary to be JB is up for debate.

Dude that's Sengoku's mind game. Ace was the one picking up a fight with Whitebeard. I bet Whitebeard didn't even knew about him being Roger's son when he became part of the crew.
