I don't think it is, but the franchise wants that rivalry due to marketing issues.

It was clear that even if we assume that they are on the same level in terms of physical power, Goku has;
- Instant Transmission
- Kaioken
- Genki Dama

Considering that Goku will not activate Ultra Instinct against Vegeta, it still doesn't seem like a fair fight.

You would have been right, if they wouldnt know each other. Vegeta knows These techniques pretty well from Goku and absolutely know how to Counter them or fight against and with them.

Next Point, the Ultra instinct. Goku hasnt mastered it yet, so even if he manages to activate it, vegeta has watched it, he knows pretty well, all he Needs to do is to wait until ist over, because it has a Limit which destroys goku pretty much. And Goku knows that too, so i am pretty sure, goku wouldnt try to use Ultra Instinct, because he knows Vegeta would do everything to avoid any clash until the small timespan of UI is over.

Additionally, you shouldnt forgett Vegeta got his SSBE Form, which made him stronger then normal SSB. So, until Goku doesnt master Ultra Instinct, that would be a pretty fair fight which Vegeta eventually could win. The Moment Goku masters UI, Vegeta Need to find his own buff to compare with that.

You're right he has SSBE, but people said it's not a special form to ToP and they said Vegeta can use it whenever he wants, but it looks like that's not the issue. In Broly movie, we've never seen that SSBE form, Vegeta only used SSB, if it's like UI, then Vegeta has no chance against Goku if Goku uses SSB KKx3 let alone upper echelons like x10.

But in the Broly Movie, Vegeta got interrupted by Goku, it is not like Vegeta went all out in his fight against Broly, which was obvious when Goku fighted him and he needed still to grow.

Next Thing is, we all know Kaioken has massive negativ Points you never should forgett and it makes him very vulnerable and Vegeta knows that pretty damn well. It is possible that Kaioken would hurt Goku more then it would help against Vegeta. Everytime Goku used Kaioken, the enemy had no idea about this technique and got runned over, but that wouldnt work against Vegeta. Vegeta knows every move, every thought and every hit goku would made.
