The HxH downplay is real here. I agree that HxH verse is seemingly weaker but Doflamingo isn't getting an easy pass. Almost every top-tier of HxH has their own version of both CoO(En) and CoA (nen barrier).
Even Hisoka from Heavens Arena Arc has chances of victory against him. And some of the Phantam Troupe like Uvogin & Fietan can push him to solid high diff too and Chrollo can even secure a victory with his abilities.
Royal Chimera Guards will high-extreme diff him with Meruem (pre rose) mid diff and post rose low diff.

The problem for Doffy here is not strength but hax, there are really nasty abilities that can kill you or worse in a moment in the HxH verse like the disasters brought back from the dark continent or Nanika powers (she is a reality warper on galaxy level at the very least yet her host, Alluka, is just a girl), let's say they are the HxH version of Sugar. Yet if we take it just powerwise Doffy should simply be too strong and fast for the HxH verse.
