Crossguild and WG are at war with each other. Marines only captured one Warlord. The abolishment of them was a mistake. Doffy knows both shadow leaders. He was an underworld broker before. He will bring Crossguild on Imu's side. Luffy will be supported by the Revolutionaries. Only fair that Imu gets help too. That way the Mihawk vs Zoro fight can happen during the final battle.

Imu does not seem like the type of character that would make a deal with... anybody really? Like, if Doffy approached them and tried to make a deal the only way I can see that ending with anything but him and everybody in Crossguild getting erased from existence is if Mihawk is ACTUALLY related to Imu via the weird eye similarity and that makes them hesitate.
