In base I think they're neck in neck. Honestly Vergo knocking out Law vs what happened in this chapter is crazy hype for Vergo. At the same time Bullet was laughing while playing with the supernovas. They're very equal imo. Vergo will have to struggle for a win when Bullet is in base. In monster form he was nerfed in the movie

He sure did have a high level of mastery. Usopp's special technique weakened Bullet in the end. Don't discount Usopp when he defeats P1 and Ulti all by himself
