Shinigami Aizen. I'm not taking into account his Bankai, cause we have no idea what it could be. Could be less effective than his shikai, which is the case with Shinji. Yoruichi also seems much stronger without her zanpakuto. So, I'm assuming Shikai Aizen is peak Aizen.
