You do realize that Roshi was actually the strongest human on earth at the point, right? Regarding the red army he only stated that he wasn't sure about having the STAMINA to handle them. Much different from AP, speed, durability and allat.
Also, Roshi blowing the moon to undo the form of someone who could probably solo the verse at that point doesn't really sound like a gag to me.

The first moonbuster in the Dragon Ball franchise is Piccolo Jr. after years of training to kill Goku and getting a small boost in power from defeating Raditz.
His power level at the time was 408. So a PL of 408 is needed to destroy the moon.
The Earth is 8x bigger than the moon.
To destroy the Earth you need a PL of at least 3,264. aka Raditz is not earth busting level.
Alas, none of the aforementioned Z fighters are Planet busters yet.
