Franky memorized Pluton's blueprints before burning them and will make a new Pluton after Blackbeard steals the old Pluton from Wano by destroying its borders using his Gura Gura Fruit. With the borders open and Wano now having the new Pluton Franky built, Yamato and other characters can sail with the Straw Hats, since Yamato can rely on Pluton to protect Wano.
IMO, Wano NEEDS Pluton to become a nation capable of defending itself. Yamato, Momo, and the Scabbards aren't just cutting it when the borders are opened. This is WHY Pluton is tied to the borders opening: because Pluton is needed to defend Wano once they lose their natural defense, their giant ass borders.
Pluton's purpose was teased by Crocodile, who wanted to use Pluton to protect his new nation, Utopia/Alabasta, from the World Government.
So, Pluton's narrative purpose is to provide a nation with protection from the World Government. We just had Green Bull attack Wano, and know that Kaido, the largest deterrent in Wano, is now gone.
But, like I said, I fully believe Blackbeard to steal Pluton after Caribou joins his crew, and reveals its location. In order to stand against the WG, Blackbeard needs an Ancient Weapon. Based on his current location, the most obvious answer is for Blackbeard to take Pluton (his Gura Gura Fruit can destory the country's borders).
This would give Blackbeard Pluton, the WG Uranus, and the Straw Hats Poseidon. But, once again, this leaves Wano too weak.
So, how could Blackbeard steal Pluton, while allowing Wano to still have it? Well, you'd need to build a new Pluton.
Let's go back to Water 7 for a bit.
Pluton is linked to Water 7 as it was constructed there.
Pluton was too powerful, so, they made blueprints of Pluton, and passed it down, in case the weapon went into the wrong hands and a new Pluton needed to be constructed.
Franky was the one tasked with guarding these Blueprints in the end. Franky was his own insurance policy against Pluton being used against the world.
So, Franky burns the Blueprint, realizing that it had become too dangerous to exist. Unlike Robin, who lied to Crocodile about Pluton in Alabasta, documents cannot lie. Franky had no choice here.
So, you might say "Okay, CoC, then they can't make a new Pluton."
BUT there is a way.
Franky's backstory was all about building dangerous ships, that were hated by those around him. Tom, who created the most hated ship in the modern era, the Oro Jackson, understood Franky, and told Franky he should be proud of his ships. Even when Tom's life was destroyed by Franky's ships being hijacked by Cipher Pol, Tom told Franky to be proud of the ship he created.
Franky's narrative purpose is to create ships that are hated by the world, but used for good. What is Franky's current bounty poster? A Ship, the Sunny, used by a Yonkou with the Fruit once used by the World Government's greatest enemy. Pluton is said to be the worst ship in existence, which is why I think Blackbeard, the worst Pirate of his generation, will use it.
Blackbeard will show how Pluton can be used for evil, while Franky will use Pluton good, proving Tom right, proving that a ship can be used for good or evil, and should be loved either way.
Franky's goal was to protect the Blueprints of Pluton in case Pluton was ever activated. This was Tom's legacy. But, that leaves a problem. PLUTON STILL EXISTS. Franky would have failed in his mission, if he could no longer recreate Pluton. So, what did Franky do?
Simple.
Franky memorized the Blueprints years ago, and knows how to recreate Pluton from memory.

Franky knew that someday, he might have to destroy the documents to keep Pluton safe. At that point, the only play would be to memorize Pluton's blueprints, in case people like Cipher Pol ever came for them. Franky waited until he had no other choice to destroy them, because he wanted to pass them down like Tom did, as he was supposed to.
Now, the only man capable of reproducing Pluton is on Egghead Island, meeting the greatest scientist in the world. This is another reason Egghead needed to happen before Wano Act 4 and Pluton's activation; Lilith, the Evil Vegapunk, will survive and help Franky build the "evil" Ancient Weapon Pluton, named after the God of the Underworld... but this time, Cola powered!!!
Since Shirahoshi controls Poseidon/is Poseidon, Imu (who many believe to be female) apparently pilots Uranus, I believe Hiyori, who DESPERATELY needs more screen time, will pilot Pluton, giving Wano the weapon it needs to defend itself (@Meeyori ). This gives us more powerful female characters in the endgame, which I like.
Franky will make the world's most evil ship, just like Tom did, and just like the Ancient shipwrights of Water 7 who constructed the original Pluton. Tom's Will, like the Will of Ohara, still lives on.
With Pluton under Wano's control to protect the country, Yamato CAN FINALLY LEAVE THE FUCKING ISLAND, and the Straw Hats will sail off to Elbaf so that Franky can wrestle giants in an even bigger giant robot he and Lilith made together.
And then Franky and Lilith fuck, FFV, Franky Fucks Vegapunk confirmed, WOW, York missed out on that cyborg cock. Shouldn't have murdered Shaka, Banjo Kazooie never had Nuts and Bolts like Franky, SHEEEEEEEEEEEEEESH
