I think the BM pirates told Sanji that they would send assassins to kill Zeff and all the Baratie folks if he refuses to cooperate, Sanji obviously didn't get married and fought against the BM pirates, so what's stopping them from killing Zeff right now? As far as we know Zeff might be dead already
