My current view is that Saint Moonbeard Garlic can pass judgement on even the Five Elders. That would explain why they got nervous about killing Uta. Of course Garlic wouldn't care about her, even if she was Shanks' biological daughter, but they weren't sure. They thought they could get punished by the champion of God Valley. Shanks' dad is Imu's right hand. Certainly stronger than the finance minister.
