Will Harald just let his Friend Xebec's family die? No, Harald will arrive, late (since Rocks blew up part of his ship), to help Rocks, only to find his friend begging for death.

The public narrative becomes "Garp Killed Rocks" because Harald doesn't want credit, and the Marines/CDs want to cover-up the incident by blaming everything on Rocks, and making Garp out to be the Hero.
Garp is blackmailed via threats to the Goa Kingdom into staying quiet, but, like Smoker post-Crocodile's defeat in Alabasta, Garp is FURIOUS at the idea he killed Rocks, when it was Harald, and refuses the promotion to Admiral he is offered, telling the Marines to "Kick Rocks".
Harald, through Rocks' tragic death, finally realizes the true evil of the WG, and, not knowing who THE HELL KUMA EVEN IS, assumes Rocks' family dies during the God Valley Incident, as the entire Davy Clan is reported as dead, since Kuma's teleportation tricked Imu into believing Imu had erased the Davy's on the island. Due to the islands fires/destruction, tracking the corpses of all the deceased down would be impossible.
Harald shuts his country out from the WG, and rips his horns out, disgusted by Rocks' death, his own weakness in choosing evil over his friend, and the notion that the Ancient Oni Genetics he possesses are connected to Ancient Oni. It's possible many "Ancient Oni", were Domi Reversi'd individuals, who were never freed from Imu's curse in ancient times, and reproduced/lived as horned, fanged, violent monsters.
But, there's one other plot thread to unwind here: where did Moria get the God Valley corpses from? For a bit, I've been assuming Kyo took them, and buried them in Ringo in Wano, and that's where Moria found them, and why the corpses were well preserved enough to be turned into Zomies. But, I've upgraded that theory, into believing Shiki stole the corpses and sold them to Moria, and that Shiki and Moria were working together to take down Kaido.
Now, I believe Loki and Rocks Davy Xebec, have been beside each other for a long time.
Those judged to be Criminals are sent to Elbaph's Underworld, and Harald always referred to Rocks as a criminal. Elbaph wouldn't let Harald live with his OWN LOVER, IDA, in the Castle, like hell they're letting him bury Rocks in the Sun World.
The Underworld, though? Yeah, I can see that.
Harald, after killing Rocks, took Xebec, and all his deceased Nakama (whom Harald knew most of, and hosted at times), and buried them in Elbaph's Underworld.
This is where Shiki, the Wicked, got the corpses of his former Nakama; Shiki can easily enter Elbaph, and has already been shown in the country in Loki's flashback. I believe Shiki is Mosa, and Shanks showed up to threaten him recently.
This means that there may be more, unused Rocks' Pirate Corpses... and one of them may very well be Rocks.
Moria's Shadows aren't sized based; you can put a Luffy Shadow into an Oars Corpse, and make a strong Zombie. They're based in similarity.
Brook and Ryuma were both honorable swordsmen in their lives (Brook: "HEY, WAIT, I'M NOT DEAD! WELL... I'M STILL ALIVE, EVEN THOUGH I'M DEAD, STOP TALKING ABOUT ME LIKE I'D DEAD-DEAD, NOT UNDEAD!"); you need a Shadow that fits the personality of the owner of the Corpse.
IMO, Moria TRIED to make Rocks' corpse work, but, just couldn't, because he couldn't find a Shadow/beat a Pirate to get a Shadow to reanimate Xebec's frozen body.
But... there's a guy, in Elbaph, who likes Rocks, and acts a lot like him: Loki.
Moria + Xebec's frozen corpse + Loki's Shadow = Rocks' Zombie
Since Moria has now shifted from hating Luffy and Kaido, to celebrating Luffy killing Kaido, most likely, Moria's focus will now be on the bastard who killed Absalom: Rocks' son, Teach. I believe Moria learned a lot in Hachinosu, possibly from Wang Zhi (who I think is still alive and imprisoned), and knows Teach is Xebec's son. I mean, Teach's Flagship is named "Saber of Xebec", HE'S NOT REALLY HIDING IT AT THIS POINT
So, best way to fuck with Teach? Rocks' Zombie.
While I assumed Moria would go to Wano post-Hachinosu, considering the Kozuki Moria reveal, I think Moria is actually going to travel to where he has his strongest corpses frozen, waiting for his revival: Elbaph's Underworld.
If Moria DOES arrive in Elbaph, he will likely help the Straw Hats, since he most likely loves them now that they defeated Kaido and saved his home, Wano.
Harald is a very honorable man, and I can 1000% see him doing a Shanks, and burying his friend where no one will mess with the grave (besides Shiki).
It's very likely in this timeline, that Moria/Shiki didn't hit up Elbaph, until Harald died 14-years-ago, destabilizing the entire country, and allowing it to be invaded more easily.
Furthermore, since Moria was a well-known-Pirate in the New World before challenging and being destroyed by Kaido, it's likely Moria knew of Elbaph, and retreated there after his loss, to gather forces and corpses. Elbaph is one of the three known Logged Islands after Wano, the other two being Winner's Island and Egghead Island. If Moria wanted to escape to somewhere the Beast Pirates wouldn't chase him, Elbaph makes the most sense, as it is very difficult to invade unless you have Demon Magic Hax like Imu.
The biggest Narrative Evidence that Moria founds Oars in Elbaph, not Wano, comes from Chopper, in Chapter 477, 3/8 (38; the years since God Valley in the current timeline)
Oars died to exposure from the cold. Loki has survived in Elbaph due to his animal companions keeping him warm, the Adam Tree keeping him warm, and the fact that he's wearing solid, thick clothing.
Oars? Oars, like Loki, was introduced in chains, in the cold, and was said to be the leader of a clan of Evil Giants. Oars died because the dude only had a loincloth.
