Sugar is actually twenty-two but her devil fruit halted her growth at the age she ate it

However just like she did with Momo she could do the same with Sugar

Sugar's probably reverted to her adult form since they had seastone cuffs on her, but maybe completely negating a DF is something only the Yami could do, so Idk.

I don't think the cuffs work that way I think it just keeps the user from using the powers it doesn't take them away or take away any side affects it might have

For example if Tama got handcuffed during wano u don't think the beast pirates under her control would snap out of it but she wouldn't be able to make more
