And the other reason is to make a parallel, like with Shanks asking for Marco.
Based on how he acts (giving orders for people to attack X or Y), he is taking seriously this war, so why he don't use CoC to knock out fodders?
And well, he is not that respected and followed like Katakuri. TobiRoppo don't care too much about him. Unlike with Kaido for example. Even he followed him because was charmed by his strength.

Giving orders does not mean he is going all out himself. You literally cannot even deny that so why bother.

They wanted to get promoted, stop pretending you can’t challenge someone you respect. If you value their position so much then you obviously have some sort of acknowledgment toward them

And about hybrid, you can assume he used against Marco or no, it's not important. Kaido didn't use it against Oden on panel and that doesn't matter at all, since it's a matter of portrayal and to keep hiding the forms until their official vs against the main characters. That's why despite using hybrid against SN, whom are not worthy aside from Luffy, and not against Oden, Oden is still in his list while the SN aren't.
Same here. When Marco was talking about holding two guys with billion bounties, that's a portrayal scene. It doesn't matter if we didn't see their hybrid, that's not the intention of the author, he only wants to show us Marco holding two billion guys. If they are really much stronger in hybrid, they should have used it DURING THE PERIOD OF 1 FUCKING HOUR and beat Marco, they didn't, because they can't beat Marco, because that's the portrayal of Marco' strength.
King is a machine killer, literally explained in the last chapter lmao. His swordmanship is not his main style.
