What do you mean if it wasn't for them the World would be submerged in water? It's abundantly obvious that the World Government is the ones who buried the old world underwater. Why else would they cover it up? If they would have saved the World back then, they wouldn't have erased 100 years from the history book. They would have glorified the fuck outta that. The reason why they covered the shit up is because they were the ones who caused it. And they are planning on doing it again. Don't forget the "Great Cleansing" they spoke about. Shanks, Mihawk & Dragon are Clearly more Important than the People Introduced in Grand Line, especially when it was made clear that neither of them is Stationed in East Blue, all of them were Forced into that Introduction Saga, indicating their Introduction holds great meaning.
Especially when We remember that Oda actually removed a Chapter or Two from Loguetown Arc just so that the Saga Ends at Exactly Chapter 100, so He clearly had a Pattern in mind that cannot be Ruined at all costs
