Roger needed to fight Prime WB for 3 days, they were equals.
Other 3 Yonko also needed to fight Prime WB as Law and Garp said, Law said they fought each other and Garp said they are same level as Prime WB, even Shanks, when he become a Yonko 6 years before we can say WB was still in his prime or at lease close to his prime.
But Luffy won't fight someone like Prime WB before being the PK.
Or do you believe Kaido or Blackbeard are equal to Prime WB, so that balances the lack of Prime WB? Or if he have to fight a Pirate Alliance (like Big mom and Kaido) without any help, then that could be better than fighting against Prime WB. Or fighting against 2 or 3 Admirals at the same time could be better too.
If Luffy never fights someone as powerful as Prime WB, then how can he claim that he is as powerful as Roger?
Roger fought; Xebec, defeated him. He didn't lose to Shiki's large fleet when he was outnumbered. He fought Oden, showed superiority against Oden and stole Ponegliff from Big mom. Xebec and Oden were already in Kaido's top 5. We don't know how Roger stole ponegliff from Big mom, it could be by fighting as well, and they were equals with Prime WB in a 3 days battle.
