-Fame
-Power
He certainly hasn't held his end of the bargain on Power side
It was started out as Whitebeard being his only Equal
But then Garp is also someone he had Death Battles with
Then turns out Shiki was his rival too
Then Rayleigh and Gaban were Shoulder to Shoulder with him
Then Xebec was superior to him
Then Imu is far superior to him
Then it turned he had to beg to steal oden
Sneak into Big Mom territory
For what ever has Roger gone through in the series, he is simply just portrayed as a step or two above your run of a mill top tier and I can use the phrase "run of a mill" because we have at least 50 top tiers introduced in the series so far.
When it all said and done following characters have been attributed to his equals or superiors
-Whitebeard - Stated to be equal
-Garp - Stated and shown to be equal
-Rayleigh - Stated to be equal
-Gaban - (Hilariously) Stated to be equal
-Xebec - Portrayed to be his superior
-Herald - By association portrayed to be superior
-Imu - Shown to be Far stronger
-Joy Boy - Heavily implied to be Far stronger
Characters who are more than likely equal or stronger
-Shanks - Equal
-Mihawk - Stronger
-Ryuma - Stronger
At least a sound argument could be made at this point
For the guy who was shown to us to represent pinnacle of everything that matters in One Piece to come off as rather ordinary, is that not mad disappointing
