Shamrock fits as an opponent for Luffy, Loki, and Zoro. But if he's the central arc villain, he'll be Luffy's to take down.
Case for Luffy:
Shamrock is Shanks' estranged and evil twin brother, and Luffy has shown impatience and sensitivity regarding Shanks during the Elbaph arc. Some interaction is at least guaranteed. He also has a high potential to be the main villain of an arc.
Case for Loki:
Wolf and Loki's other Underworld animal friends were attacked by Gunko, which led Loki to threaten Shamrock. In return, Shamrock attacked Loki with his Cerberus sword and said he would be ready for Loki if he survived. At the very least, this sets up a future clash between them. Loki also holds a grudge against Shanks, so Shamrock could serve as a compromise. There are also theories that Loki possesses the mythical Fenrir Zoan, which means we could potentially see Fenrir vs. Cerberus.
Case for Zoro:
I believe Shamrock is a representation of Hell alongside Zoro and Nusjuro. Specifically, he represents Starvation Hell, while Zoro represents Blazing Hell. Levels 3-5 of Impel Down were inspired by Dante's "Inferno," the first part of his poem. In the poem, Cerberus guards Gluttony, the 3rd circle of Hell. Level 3 of Impel Down is called Starvation Hell. See the connection? Shamrock may also be the father of "Big Eater" Bonney, as Bonney's gender-swapped appearance in SBS Vol. 72 resembles the Figarland twins. Bonney's first Straw Hat interaction was helping Zoro. Could he be the one to help her in the end? It's also worth noting the way Shamrock and Gunko tried to recruit Loki is similar to a conversation Mr. 1 and Miss Doublefinger had with Zoro. Both Mr. 1 and Shamrock are the No. 2 in their respective organizations, and both Zoro and Loki refused them. There's a lot of mirroring between Zoro and Loki, such as the crucifixions.
