Following your logic, nobody is supposed to say anything, otherwise the captain is not considered as one? Then Luffy is not a captain either, because his mates do decisions too. Sanji desided to stay and safe his Familiy, it was Sanji's decision, not Luffy's. Same logic here.
A captain should take advices from his crew mates. And you think Sanji would say no to his friends, who he knows very well and how they act? Nami wanted to safe the kids in PH, Chopper is a doctor who's dream it is to cure every illness and help everybody …what do you expect? Chopper will just leave them there dying?

Sanji said there are 3 reasons he can't go back with them. One of the reasons was, he wanted to stay and safe his Family. He wouldn't go back to the sunny. This was Sanji's decision not Luffy's wtf...or did Luffy told Sanji to stay and safe his familiy?
