To make it short, Shanks doesnt need to be PK for Luffy end goal to be, surpassing shanks.
Right here below in the Vivre Card databook. Shanks is the unoffical PK
But in terms of power, it doesn't apply. You guys fabricated this belief among so called Luffy fans. There's no evidence that supports this claim in the manga.

That's pretty foolish statement. You forget that to reach Raftel, you have to obtain all 4 road poneglyph's which are held by the Yonko. In other words you'd have to overcome the strongest pirates in the One Piece world. Here you have 2 of the World's Strongest admitting inferiority to the PK:
Kaido has made it very clear that he only respects the strong. So his declaration is a pretty big deal.
If it were just as simple as reaching an island then it wouldn't be that big of a deal.
The only people who have ever been perceived as Roger's equal are Whitebeard and Xebec. Those that came closest to become PK in the end have not been able to achieve it. The Yonko have been in a stalemate for years for this very reason until Luffy came around. With Shanks suddenly deciding to go after the One Piece once Kaido was taken out of the picture . Even WB never wanted a fight with Kaido due to the heavy losses it would incur.

Shanks and Mihawk are relative until it’s outright stated who’s stronger. Mihawk is the better swordsman, doesn’t mean the guy is overall is stronger. Same goes for Shanks with Mihawk, although so far the story is putting more merit on Shanks overall. Oda is making it a gray area on purpose to keep the story more interesting. If it’s always obvious who’s stronger in a world as big as OP, then it would be quite boring.
it’s also annoying how these kind of conversations always have a hidden agenda underneath (Luffy, Zoro). Which doesn’t matter because Luffy at the end will be the strongest by default so who cares

So in a fight, Luffy's hat should be his strongest main weapon and power since the Strawhat is at his Jolly Roger instead of Nika2 Fruit or CoC or his fist...

Luffy has inherited the will inside the hat. Remember how Swords makes Zoro Stronger? Enma? Now think the same of the Straw Hat. Go read the story again you will see Luffy on multiple occasions saying that the hat "Guides him".
